I'm very interested to see what the problem really is here. It would be good to know the hard limits, if any, that we're facing when planning any big projects

Just a thought... did the compression actually apply properly to all of your custom textures?
I've noticed that GIMP won't compress the image unless it is scaled correctly - like others have already pointed out, the image needs to be scaled by the power of 2. By that, it means something like 128*2=256, 256*2=512, 512*2=1024, that kind of thing.
You've mentioned sizes such as 400x400 and 75x75, so it could be that GIMP isn't able to compress the images correctly, maybe because it has to use mipmaps too?

Thought I would mention here....
I recently tried uploading a version of LoL to Steam with a file size of 270 MB. I got the same error.
I had done all the aforementioned suggested things regarding textures (even re-exporting textures I had recieved from others/ icon atlases etc - which did cut down the file siz a little bit)... but in the end, I just removed everything I wasn't using in that version of the mod (which was a hell of a lot after downloading the many marvellous custom things floating around out there).
The wall sets take up a lot of space - after removing the ones I was not using the file size for LoL came to around 120-130 MB.
It has uploaded fine since. I only have 2 GB RAM.

Compression is working properly.

I have played my game in the editor and everything works. Just no exporting to dat.

SteamWorkshop has a limit of 100mb per dungeon.
So please make sure you are not exporting the Dungeon to the Workshop, just locally on your computer.

I am pressing the export option. Not the publish one. I have exported smaller dungeons of mine to playtest and it is local. There just seems to be a size option. That the game folder can only be a certain size or smaller.

Which means only a few music soundtracks, few sounds, few wallsets and a few monsters.

Hmmmmmmm.

I guess we can all make 4 floor dungeon games with one new wallset. Maybe 2 music tracks. Floor 1 song 1, Floor 2 song 2, Floor 3 song 1, Floor 4 song 2. That will really spruce things up and you have a choice between a red OR green goromorg for a new monster.

If you want custom potions, arrows or spells then you are really asking for it.

Have you tried changing texture resolution in graphics settings before exporting? Turning it to medium or low saves easily hundreds of megabytes.

I reduced all the graphic setting and I can now export the dungeon file ahhahahhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhahahahahahahahahahhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhahahahahah
