PS: not sure if this is related to the mod, but tonight the game keeps crashing with absolutely no log, and that is normally extremely unusual!

I know I've given too much unsolicited advice already, but...you really don't want to skip the Oracle spell, trust me.
"5% chance per cooldown second" means that if you attack with a weapon that has a 4.5 second cooldown, you will have a 22.5% (5% times 4.5) chance of also creating a frostburst for free, the instant you attack - it isn't delayed.
edit: regarding dual wielding, the 40% penalty only applies to the base attack power of the weapon, not to the bonus you get from strength/dexterity/Aggressive/etc., thus its actual impact is much smaller than you think.

You have to put a torch in the campfire at the northeast of the room, then put a bottle of rum in there, then it will explode after a few seconds.

Don't forget to move backwards one space right after you place the rum on the fire or you will be toast....
