Well, I suspect my version of Photoshop (CS3) is too old to do this. I installed the NVIDIA plugin but when I went to save the graphic file in DDS format, DDS is not showing as an option.
So I'm stuck. Are there other options for creating DDS files? Or do I just create a TGA file (that option does show) and then change the extension to DDS? Somehow I think that's just going to corrupt the file.
This is starting to get a little frustrating. I don't want to spend hundreds of dollars to get an updated Photoshop with the possibility that it still won't work. Are there free JPG to DDS converters?

Problem solved. Somebody else had the same problem and installed the 32 bit version (I'm on 64 bit Windows) and it worked. So I did the same and it worked. Not sure why the 64 bit version doesn't but I'm all set to go now.
