In West Bastion underwater is a spike gate. Can I get to it without the key to the Bastion?

Just started Volume 2 and mayor wont open gate.
I killed all the wolves before I even talked to mayor and maybe its bugged and wont register the kills?
Or maybe the pack leaders are elsewhere?

Water Breathing Helmets are bugged... the water breathing spell lasts as long as normal air time and then you start drowning. Only fix is to unequip and equip again.

Using console to see diggable treasure?

Hi there
I read somewhere that it is possible to scan an area using the console to find how many areas are diggable in an area. Is this possible?
Also is there a way to scan an area to see how many secrets exist in it?
